ARTICLE II: Operations of the Geisel School of Medicine

A. Financial Oversight

The Dean has authority for the financial oversight of the medical school and for establishing programs and policies that will appropriately resource the acknowledged and approved missions of the medical school in concert with broader financial imperatives set by the Provost, President and BoT of Dartmouth College.

The Executive Dean for Administration and Finance will advise the Dean on all financial and administrative matters of the medical school and has authority for other senior financial officers (Chief Financial Officer), in establishing a budget in accord with Geisel and Dartmouth College policies and for oversight and operations of Geisel.

The Executive Dean for Administration and Finance/Chief Financial Officer shall provide this advice in consultation with the relevant SAL, including the Dean of Faculty Affairs, the Senior Associate Dean for Medical Education, and the Senior Associate Dean for Clinical Affairs as relevant to finances related to Faculty/Non-faculty Academic employees, employed staff, the Undergraduate Medical Education (UME) program, the Masters in Public Health (MPH) program, and the research enterprise supported by the Geisel School of Medicine at Dartmouth.

B. Leadership Appointments

1. Senior administration of the medical school: It is the expectation that appointments to positions of senior leadership at Geisel will follow a search or a waiver from a search (See Article IV E).

SAL and Associate Deans: The Dean of Geisel has the authority to appoint the decanal leadership within the administration and other key leaders of the medical school (Appendix 1). Such appointments do not require additional approval by the Provost, President, or BoT of Dartmouth, however the appointments of the Associate Dean for Graduate Medical Education (GME), the Senior Associate Dean for Clinical Affairs, and the Associate Dean for Clinical Research are made in concert with the Executive Vice President for Research & Education at D-H. Such appointments will typically be for 4 years and may be renewed.

It is the expectation that appointments to the decanal leadership shall occur following a search or a waiver from a search (Article IVE). The Dean may make searches external or internal to Geisel, as warranted, following consultation with SAL and the Dean’s Academic Board (DAB; vide infra).

2. Departmental Chairs, Director of the Dartmouth Cancer Center and of the Dartmouth Institute for Health Policy and Clinical Practice (TDI[1]).

It is the expectation that appointments of Departmental Chairs and the Director of the Dartmouth Cancer Center will occur following a search or a waiver from a search (See Article IV E). The Dean may make searches external or internal to Geisel, as warranted, following consultation with SAL and the DAB.

The Dean of Geisel shall appoint the Chair of each foundational department (Appendix 2) subject to approval by the DAB, the Provost and the Dartmouth Board of Trustees. The Dean and the President/CEO of D-H will work in concert to appoint the Director of the Dartmouth Cancer Center.

The President/CEO of D-H and the Dean shall appoint the Chairs of the clinical departments (Appendix 2) and the Director of the Joint Development Office, subject to approval by the DAB, the Provost and the Dartmouth Board of Trustees and the D-H Board of Trustees.

The Director of the Dartmouth Cancer Center is mandated, for as long as the Dartmouth Cancer Center is a National Cancer Institute-designated comprehensive cancer center, to hold financial and oversight responsibilities comparable to a departmental chair. Dartmouth Cancer Center, as with other Centers at Dartmouth, does not have rights to grant faculty appointments.

3. Leadership of other recognized centers and institutes, including the Joint Development Office, at Geisel shall follow guidelines and policies established by Dartmouth and, when applicable, D-H.

C. Faculty Appointments, Promotions and Titles

Definitions of faculty lines, track and titles, as well as all policies and procedures governing such processes are outlined in the documents, “Academic Appointments, Promotions and Titles at the Geisel School of Medicine at Dartmouth” (APT document). Faculty appointments and promotions are made following review and recommendation by the Appointments Promotions and Titles (APT) Committee, and subsequent approval by the Dean of Geisel, the Dean’s Academic Board, and the Provost of Dartmouth. Awarding of tenure requires a separate assessment and recommendation by the same entities as above and also approval by the Dartmouth Board of Trustees.

All Tenure-track/tenure Line faculty require a national search or a waiver (See Article IV E) from a search and according to best hiring practices as set out in Appendix 2 of the APT document.

D. Endowed Professorships

Appointment to an endowed (named) professorship is made following a recommendation by the Dean according to criteria set forth in the Statement of Understanding (SOU) for each Professorship and approval by the by the Dartmouth Board of Trustees. Unless otherwise stipulated by the SOU, appointments to endowed professorships will be for four years and may be renewed.

E. Staff Appointments

Beyond the parameters set forth above for appointments to staff positions for the senior leadership of Geisel, it is the expectation that staff appointments and offers of employment shall be made according to processes set out by the hiring unit and according to policies of the hiring institution (e.g., Recruitment and Hiring: Dartmouth College).
