Rebecca Butcher, MS, MPH

Director, Center for Program Design and Evaluation
Rebecca Butcher, MS, MPH, is the Director of the Center for Program Design & Evaluation (CPDE) since 2022. She joined CPDE in 2011 after 22 years in healthcare delivery, education and research as a board-certified neurological clinical specialist in physical therapy. Rebecca brings expertise in complex systems, evaluation design and proposal development, mixed methods data collection and analysis, and dissemination support to multiple grant- and non-grant funded projects. Her work is grounded in evidence-based theoretical models of change, implementation science, and utilization-focused evaluation. In addition to her role as CPDE Director, Rebecca leads a number of multi-site, multi-level evaluations for community-based population health initiatives, policy evaluations, and systems transformation projects, where she employs sequential and longitudinal mixed methods designs to track and assess implementation processes while also measuring outcomes at multiple levels. Recent work has studied variations in health outcomes and access to care in diverse populations and people of color, and development and testing of a decision support tool. She collaborates extensively with faculty across the Geisel School of Medicine, TDI, and Dartmouth Health to successfully apply for and carry out projects funded by NIH, HRSA, CDC, DHHS, and the American Cancer Society, serving as a Co-Investigator or Lead Evaluator, and contributes to publications in varied topics. In her role at CPDE, Rebecca provides leadership, strategy, and operational support to the rest of the team; hiring and coaching of team members; and works closely with current and prospective clients and TDI’s finance team to develop new and sustained funding for CPDE.
