ARTICLE III: Responsibilities and Expectations of Senior Leadership at Geisel

A. The Dean

The Dean of Geisel is the Chief Academic Officer of Geisel, and reports to the Provost of Dartmouth. They shall exercise general executive responsibility for educational policies and programs, the research programs, and procedures of the School of Medicine. The Dean also has authority for the financial oversight of Geisel in accordance with policies and procedures of Dartmouth. The Dean shall receive the recommendations of the APT Committee and, after consultation of the DAB, shall recommend all faculty appointments, promotions, tenure decisions, non-reappointments, terminations, and dismissals as set forth in the APT document and in accordance with Dartmouth policies. The Dean shall prepare the annual budgets and special and annual reports for consideration and approval by the Provost, President and Board of Trustees.

The Dean of Geisel shall be selected by the policies put forward by Dartmouth. It is the expectation that the Dean shall be selected following a search or a waiver from a search (See Article IV E). A search committee charged with recommending a new Dean shall be convened by the Provost and composed of faculty representative of Geisel (e.g., both clinical and foundational departments), and other members of the Dartmouth Community (faculty in Arts and Sciences, Thayer and Tuck; students and staff) as the Provost deems appropriate. The committee shall make its recommendations to the Provost of Dartmouth, or to the President if so directed. Final appointment of the Dean of the Geisel shall be subject to approval by the Dartmouth Board of Trustees.

B. Chief of Staff

Reporting in a matrixed relationship to the Dean, the Executive Dean for Administration and Finance, and the Dean for Faculty Affairs, the Chief of Staff (CoS) will plan, provide oversight for and support the administrative and operational activities for the senior leadership team at the Geisel School of Medicine. Key responsibilities include organizing and prioritizing critical issues, ongoing projects, annual cycles, and required information for the Deanery to facilitate efficient and effective decision-making. The CoS serves as the initial point of contact and steward of sensitive and timely matters between Geisel senior leadership and other stakeholders. They serve as the human resources director for Dartmouth College employees of the medical school, ensuring adherence and consistent application of Dartmouth College policies for all employees of the medical school, and are responsible for providing direction and oversight for the Dean’s Office executive support staff.

C. Dean of Faculty Affairs

The Dean of Faculty Affairs oversees all policies and procedures for appointments, promotions, titles and tenure processes for regular (voting and non-voting) and adjunct (adjunct/clinical) faculty and for non-faculty academic positions, including research scientists, research associates and postdoctoral/clinical fellows (academic personnel). Has responsibility, with the Executive Dean for Administration and Finance, the Director of Finance, and the Senior Associate Dean for Research (when appropriate), on fiscal aspects of faculty hires and on equity/merit assessments for faculty and non-faculty academics paid by Dartmouth. Serves as the liaison for faculty matters with the Dean of Geisel, the senior leadership of Dartmouth College (DC) and the senior leadership of Dartmouth-Hitchcock (D-H). Collaborates with all senior leaders within the Geisel Dean’s Office on defining missions and policies of the Medical School. Has responsibility and overseers all policies to ensure that the Geisel School of Medicine follows appropriate policies for hiring of academic personnel and works with the Associate Dean for Diversity and Inclusion and the Dartmouth College Office of Institutional Diversity & Equity (IDE) to uphold the mission of Diversity and Inclusion in recruitment and retention. Is the key liaison with other College for all personnel issues related to faculty and non-faculty academic employees.

D. Director of Finance

As a member of the senior leadership team of the Geisel School of Medicine, leads and directs the finance function and the short- and long-term financial planning activities for Geisel, including providing oversight and direction for the development of annual operating and capital budgets and long range plans. Works effectively with key stakeholders across Geisel, Dartmouth College, and external partners to provide overall fiscal management of the School, including budgeting, financial planning, reporting, accounting, financial operations, capital planning, and institutional priorities. Partners with academic and administrative leaders across Geisel, Dartmouth-Hitchcock (D-H), and Dartmouth to assess and develop operational models for new academic programs and works to advance initiatives that create operational and fiscal efficiencies.

E. Executive Dean of Administration and Finance

The Executive Dean of Administration and Finance serves as both Chief Operating Officer and Chief Finance Officer for the medical school; responsible for the management of all administrative, financial, and non-academic affairs. Primary liaison with both Dartmouth and D-H concerning all administrative and financial matters for the medical school, including oversight over finance, contractual agreements, space planning and facilities operations, research administration, human resources, information technology and communications.

F. Senior Associate Dean of Clinical Affairs

The Senior Associate Dean of Clinical Affairs (SADCA) has primary responsibility as the chief academic liaison for clinical affairs between the Geisel and its clinical and health care delivery partners, inclusive of D-H, the White River Junction VAMC, affiliated clinical organizations and non-clinical partner organizations in the field of health care delivery.

G. Senior Associate Dean of Medical Education

The Senior Associate Dean for Medical Education (SADME) provides oversight for the Undergraduate Medical Education (UME) program at the medical school, including oversight of the UME Affairs Office, UME admissions, UME administration, financial aid, student affairs and student services, dual degree programs, anatomical gift program, and the biomedical libraries. The SADME has responsibility for the coordination of those activities and the UME program with the Medical Education Committee (MEC); with the Chair of the Department of Medical Education, and with Graduate Medical Education (GME), continuing Medical Education (CME), and Continuing Nursing Education (CNE) Programs across Dartmouth-Hitchcock (D-H); as well as for other dual degree and certificate programs that intersect with Geisel’s UME program. The SADME is designated as the Faculty Accreditation Lead (FAL) to the Liaison Committee for Medical Education (LCME) and is responsible for overseeing all efforts to achieve and maintain compliance with LCME accreditation standards.

H. Senior Associate Dean for Research

The Senior Associate Dean for Research oversees strategic planning for research, works with the Dean of Faculty Affairs, the Executive Dean for Administration and Finance, and the Director of Finance to set priorities for the development of research programs and the hiring of faculty in the Foundational Departments that meet the strategic imperatives of the Dean. The Senior Associate Dean for Research also collaborates with the Associate Dean for Clinical Research to coordinate and facilitate research efforts that span the Academic Medical Center at D-H and the White River Junction VAMC.

I. Associate Deans

Position responsibilities of the Associate Deans (Appendix 1) are defined by the Dean in consultation with the Senior Leadership of the Administration.

J. Departmental Chairs; Institute and Center Directors with Standing

1. Chairs of Foundational Departments and the Director of TDI

Each foundational department (Appendix 2) shall have a Chair who shall be responsible to the Dean of Geisel for departmental administration, policies, programs, procedures, and regulations. The Chair shall demonstrate leadership in encouraging excellence in teaching and service, in the promotion of research and scholarship in the department, and in establishing an environment within their department that promotes respect and equity. The Chair shall supervise the activities of faculty, non-faculty academics, and departmental staff and play an active role in the recruitment, mentoring and professional development of faculty, non-faculty academics, and staff in the department.

The Chair shall work in collaboration with the SAL in Geisel in ensuring institutional equity in salaries for members of the department in accordance with policies and guidelines of the Geisel and of Dartmouth, in matters of faculty, non-faculty academics or staff retention and in decisions related to promotion and, where applicable, tenure.

The Chair shall also have primary responsibility for ensuring that members of their department are aware of their obligations to comport themselves according to all guidelines and statutes regarding professional conduct in the academe and will work with the Dean’s Office, other individuals in positions of SAL (e.g., in the Office of Medical Education or the Guarini School of Graduate and Advanced Studies) and/or the administration of Dartmouth College, as appropriate, to address lapses of faculty, non-faculty academics or staff with respect to such professional conduct.

The Chair shall make recommendations to the Dean concerning academic advancement of faculty and non-faculty academics and termination of academic appointments.

2. Chairs of Clinical Departments

Chairs of the clinical departments have dual responsibilities with respect to the provision of clinical care and oversight of Graduate and Continuing Medical Education Programs and to the academic missions of the medical school. These Bylaws set out the responsibilities of the chairs as they relate to the academic missions of the medical school.

Each clinical department (Appendix 2) shall have a Chair who shall be responsible to the Dean of Geisel and/or the appropriate associate deans in the Office of UME or Leadership of the MPH Program for policies, programs, procedures, and regulations related to these endeavors. The Chair shall have separate reporting responsibilities to the President and CEO of D-H and/or the Director of the White River Junction VAMC and their respective senior leadership teams with respect to clinical operations and with respect to research endeavors sponsored by their respective institutions. It is recognized that Geisel and its primary clinical partners may share responsibility as appropriate for its shared programs in education and research. The Chair will also be responsible for adhering to all broader mandates for those who hold academic titles at Dartmouth as established by policies at Dartmouth.
