Hartford Foundation, has received the 2026 Gustav O. Lienhard Award for Advancement of Health Care from the National Academy of Medicine.

A leading expert in geriatric care, Fulmer has spent her career dedicated to improving the lives and healthcare of older adults, which has resulted in transformations that have made care safer and more centered on what matters to millions of older patients.

“This award is affirmation of the incredible work that has been accomplished through both NICHE and Age-friendly Health systems,” Fulmer says. “I’m grateful to The John A. Hartford Foundation for supporting these remarkable programs that are changing the quality of care for older adults, both nationally and globally.” NICHE is a nurse-led quality improvement program.

She is well known for developing the Age-Friendly Health Systems initiative, which puts the priorities and preferences of older patients at the center of their care, that has become a catalyst for spreading important principles of elder care worldwide. First launched in 2017 with partners across the healthcare system, the initiative has expanded to hospitals, practices, and nursing homes serving more than 4.6 million older adults.

Embraced by clinicians and health systems to overcome the persistent barriers to delivering care, the 4Ms Framework is the heart of the Age-Friendly Health Systems, ensuring that care for older adults aligns with what matters most to an individual patient, ensures safe and appropriate use of medications, addresses cognition and mental health, and enhances mobility.

During the COVID-19 pandemic, Fulmer was an effective and early voice in supporting both nursing home residents and staff—launching the Rapid Response Network for Nursing Homes and advocating for additional support for staff from policymakers. Appointed by the White House to serve on the Coronavirus Commission for Safety and Quality in Nursing Homes, she introduced emergency training sessions with the Centers for Medicare and Medicaid Services to assist nursing homes as they struggled with the onslaught of infections and deaths. She also initiated the Moving Forward Nursing Home Coalition, which implements action plans to prioritize health and quality of life for nursing home residents and staff.

The first nurse to serve on the board of the American Geriatrics Society and as president of the Gerontological Society of America, Fulmer has also served on advisory committees for the National Institute on Aging and Veterans Health Administration, among others.

The Lienhard Award, given annually, recognizes outstanding national achievement in improving personal healthcare in the U.S. and is funded by an endowment from the Robert Wood Johnson Foundation. Gustav O. Lienhard was chair of the foundation’s board of trustees from the organization’s establishment in 1971 to his retirement in 1986 — a period in which the foundation moved to the forefront of American philanthropy in healthcare. Lienhard died in 1987.

Established in 1970 as the Institute of Medicine, the National Academy of Medicine is an independent organization of eminent professionals from diverse fields including health and medicine; the natural, social, and behavioral sciences; and beyond. It serves alongside the National Academy of Sciences and the National Academy of Engineering as an adviser to the nation and the international community. Through its domestic and global initiatives, the organization works to address critical issues in health, medicine, and related policy and inspire positive action across sectors.

Acknowledging her leadership in advancing healthcare for older adults, Terry Fulmer, adjunct professor of medicine at the Geisel School of Medicine, and president emerita of the John A.
